And the witness confirms what the suspect said about she pushed him etc. As the letter says, it doesn’t show what happened fully in the video.
Who knows but the fact she could push him means they were in each others space and the talk of surrounding group which I read as not friendly to her all make it more difficult.

That has zero value to anyone as I can't see she hit the boy and she was leaving ( if she's leaving, she's not a threat), where is the video that shows the injured boy and her and that confrontation, maybe all the phones ran out of charge

She's certainly not making her escape after barely fending off a terrifying pack of feral kids.
Sounds to me like the case is still under review and no decision to charge has been made.
The statement from the chief inspector appears to be criticising the PC for not informing the family that they had a right to have the decision reviewed, not that the initial decision to take no further action was wrong.
The 11 second clip appears to have been taken after the event and from what I can see, there is no video evidence available to show what actually happened leading up to the injury. Impossible to say whether the investigating officer made the right call but it's under review.
Also, it appears that whilst the initial complaint was one of assault, the family have since alleged that it was racially motivated, so it is being investigated as an allegation of racially motivated assault.
Still, won't stop the armchair experts from slating the police, even though all they've read is a click bait wail article.

The notion of self defence is poorly taught especially by these hybrid martial arts schools. I used to take my youngest to a little Saturday morning football training session, the guy who ran it was a cheapskate as despite charging nicely, he avoided paying for the exclusive use of the 3G and that meant that others could use it. Bearing in mind the kids were 7 to 8 yrs old, older teenagers would come in and play down the end or riding bikes. They often kicked balls very hard near the little ones. I tried in a friendly way to ask them to be careful but knew that this would just make them worse and it did. I went back one more time and they were there and after a short while took my boy and left. I don't need the aggro or want to watch out when I go by that way.
The woman in this video and the kids both made bad choices, which was first who knows but both probably wish they'd done things differently, I revert to my comment, just because one party comes off worse, does not mean they are without blame.
From what I have heard/read the kids were targetting the boaters so assume they were throwing things which triggered the confrontation. I am not condoning the results but I don't think it was just a 'woman randomly walks up to kids and smacks one' situation which is what seems to be all that is being reported.
If it was a random incident I doubt she would have got 'let off' first time round.

So we are here again - and no surprise on the responses, expectation and explanations.

Police arrest and then de-arrest rower
Family are not informed they have the right to have the decision to not investigate further or take any action reviewed
Family turn to social media and public regarding their version of events - Autistic child, not involved and rower selective chose him to get bulk of remonstration
Police decide to apologise for not mentioning families rights and will look into it again given they believe he was singled out as the black child in the group and he was the injured party.
Standard PH response follows - We don’t know enough, Police followed normal actions, no proof race was involved, little scrote deserved it.
Where it happens differentials in treatment that are underpinned by race are subtle nowadays - for example in this case - selecting the black child as the key perpetrator, The police choice to de-arrest, not mentioning the right to review ALL could be interpreted through this lens and note that could be interpreted but that possibility ALWAYS needs proof just to be considered possible which is a very disturbing state of thinking from supposedly open minded, educated adults discussing a news story.
We could save a lot of time and effort by the honest admission - The circumstances under which the collective will accept race as a factor in any of these reports is if it all happens in clan robes, with a burning cross, a lynching happening and video showing the entire day from start to finish.
Let’s see what said about the next story with similar circumstances (probably within the next week) as for some reason they happen with alarming frequency but only amongst certain groups and types or people.
