What are these?

Sorry no photos but hopefully someone can identify
Saw yesterday in roadworks and placed in random locations around a local industrial estate (including 3 in one office car park)
Approx 4 ft high and 8-10 inches square, mounted on small tripods
Painted dark blue with reflective yellow stickers
Reflectors / sensors arranged pretty much down the full height on at lest two of the 4 sides
Looked to be placed too randomly to be speed cameras but struggling to think what else they could be

Box is armoured, tracked and an operator can view them.
Security is one aspect, the other I understand is to protect the owner from claims of injury from folk who stray into the site deliberately or not.
