Car on road with tax but not MOT'd since 2012

I wasvery close-passed when riding my bike on Sunday by a vehicle, and when I did a .gov check it came up as having a current VED paid, but no MOT since 2012. The vehicle was built 1988. I'm sure it's not even worth informing the Police, but how is it possible to get VED without MOT (especially with no MOT for the last 10 years!). Last change of keeper was 2011, so I guess the 'new keeper' just hasn't bothered with an MOT.

Possibly a 'limited use' vehicle used for agricultural purposes. That can include cars or vans. They are only allowed to use public roads on journeys of under 1.5 km at a time, and only for the purpose of travelling from one piece of owned land to another.Such vehicles get free VED, but must renew it annually. I'm pretty sure they are MOT exempt too.
Edit - just checked. Also MOT exempt if total public road use is under 6 miles per week.

What vehicle is it?
That might clarify the VED/ MOT classification.
Do you know the address it is registered to / kept at and is that within allowed distance if the VED/MOT classification applies?
If you discover a problem then up to you on action.
A likely scenario could be a marker put on the vehicle for future reference on it being spotted IF applicable. That would raise the reason to stop it to a higher level.
e.g even if it qualifies as exempt but too great a distance from base.
