Untaxed Vehicle on Public Highway

I was under the impression that if you didn't tax or SORN your car you got fined automatically?
A car on my development that is driven by a very anti social chap a 3.0 tdi audi with drain pipes for exhausts which is very loud has been unlicensed since Feb! How can the DVLA let that go on?
I suspect the exhaust is missing cats etc and seems to be straight piped steel.
I have reported recently to the DVLA and his tyres and wheels show alot of kerb damage. He could keep the car on a driveway but he chooses to park opposite a junction so people have to struggle around it, because he seems to thinks that 15ft to far.
I just assumed in this day and age with ANPR and computers this would not go on.

It would be interesting to know how many fines would accumulate if you just keep the car on the road. Likewise they have all the mot dates so if it’s in the past and the car has valid ved it’s probably being driven, at least send a letter

MOT is nothing to do with the DVLA so not connected in any way

And the DVLA do nothing. I have a neighbour who is regularly reporting one vehicle. Clamped once, clamp cut off that evening. Further reports are ignored. That's not mentioning the 'tree surgeon/ landscape' Transit that's not been taxed since 2018 and in use daily.

They can only fine you if you filled in the V5 correctly.
DVLA do clamp untaxed cars though, there was one done round the corner from us the other day.
DVLA clamped three in one street a couple of weeks ago. Not residential, but an on-road parking area used by those who manage to get up and get to the beach early enough to get a free parking space outside of the pay-and-display car parks. More power to them, I say. Why the blue blazes should I be denied a parking spot because some knuckle-dragging oaf wants to use multiple spaces for cars they own but don't tax, despite not having a private parking area to keep them in? If it's parked on the road, it needs to be taxed. If it's parked on the road without tax then it needs clamping, and if the tax isn't paid within a week (and that's me being generous) then it ought to be lifted/towed and impounded in short order. Ne'er-do-wells don't care about brown envelopes containing NIPs/fines/threats of enforcement action. Mainly because they don't register their vehicles to themselves at their own addresses. I've been at my current address for three years now, yet I'm still getting brown envelopes from the DVLA through the door, addressed to the last tenant. They just go back "Not Known At This Address" now. I used to hand mail over to a neighbour who was still in touch with the addressee but my pleas for them to sort it out fell on deaf ears. And I could see which way it was going, too. I'd had a visit from bailiffs looking for someone who didn't live there anymore at a previous address, and haven't got the time, nor the inclination, to hold a scumbag's hand and walk them along the easy path through life. It’s smacks a bit that he makes it hard for 10 house holds to get out of our close by parking bang slap in front of the exit when he has a two car drive and he doesn’t even pay the £300 odd quid his diesel requires for use of roads.He also drives like a nob the other morning he nearly hit me while I was quing left onto the roundabout he came blast into the right lane, did a loop and tried to push in!

Um, what's wrong with that?? What exactly has he done wrong?? He is on the roundabout and has right of way... You DON'T!!
I was taught to do exactly that on my Old Bill Advanced car and solo course!!

Surely living near someone with no silencers/mufflers on their car and possibly no emissions control equipment is of concern to everyone who wants peace and quiet and clean air to breath.If you spend your life worrying about what everyone else does, you'll not concentrate on what you should be doing.
