Bus lanes, what prevails - signs or lines?

Noticed today a bus lane where the blue signs are up, but the solid white lines and 'bus lane' paint on the road are blacked out - covered with deliberate black overpaint, not just worn through.

Is it still a bus lane, or do both elements of signs and markings have to be properly in place ?

Both signs and lines are needed- chapter 3 of the Traffic Signs Manual explains what is required. If you just had signs without lines you would have no idea where the actual bus lane was.
