Is This Enforceable

Parked in my local shopping centre complex this afternoon & found this attached to the car when I returned.



Time limit is 2 hours - I was parked for less than 90 minutes so I have no idea what I might have done wrong.

Called the company involved & got a recorded message which simply says that a fine will be sent in due course.

Also note the date on the ‘ticket’ - 13/06/2002!!!

Guessing I should wait & see what turns up in the post.

As the date is wrong by a mere 20 years is any fine enforceable?

I don't think that's even a proper ticket or notification of an "invoice".

Keep it for reference only. I don't think it'll go anywhere.

Given it is dated 20 years ago I assume the ticket would have arrived by now ?

You'll only know when (if) something turns up in the post. I don't think that the wrong date on that will have any bearing if you do get sent an invoice though. That'll stand or fall on its own merits.

Keep whatever evidence you have - ideally a photo of any signs.

Did you leave home, go straight there, stay for 90 mins & then leave ?

Sometimes they get confused with multiple entries & exits on the same day.

After that it would be up to whoever is 'enforcing' to demonstrate that you were there for too long - assuming you parked within the lines & not a disabled bay, or anything else that could be deemed an 'offence'

You didn't drive in again to check did you...........breaking a "no return in x hrs rules". There was a case on TV recently where that turned out to be the cause of a second ticket!

No because they have a 'no return within 4 hours' policy so I'm always wary of that.

My guess is either someone else has taken that off their car and left it on yours, or the operators of the car park have been having ongoing issues with people contravening their rules and they’re scaremongering everyone who dares to park there, even those within the rules.

Did you possibly leave the car park / shopping area on foot? Some will have signs that the car park is only for customers of the shops that the car park services and they'll have someone watching the cameras for people leaving.

I did however the car park is 'shared' between two shopping centres so that shouldn't be the issue.

So long as you don't over-stay the 2 hour limit its ok to walk out.

Either the printer has missed some words out, or the originator struggled to write in English - "we have reasonable cause that a contravention has occurred" - "to believe" may have been useful in there somewhere perhaps?

I suspect that they are wrong to describe it as a fine.

It will be a Civil debt against the terms laid out clearly in their heads.

So probably, no magistrates or parking arbitration court will be involved, more likely a heavy mob or bailiffs if you choose to ignore it.

But i wish you luck defending it.

Crap like this is why I have long stopped going into my local town centre as parking is a nightmare and you constantly have to be on guard for ANPR controlled parking restrictions.

What was wrong with the simple barrier system where you pay before leaving.
