Car TWOC, got a speeding ticket. What do I do?

Hello all,
Sage advice required.
A couple of weeks ago, I noticed on 2 mornings my car was not parked how I left it because the mirrors were left unfolded and the car parked about a foot away from the kerb.
I asked one of my parents if they had driven the car as they have my 2nd key and are a named driver on my policy because the mirrors were left unfolded, and I was a bit miffed that it wasn’t parked properly. I asked my other parent as well and then dropped the issue when my parents both said they had not driven the car.
Yesterday, lo and behold, a speeding ticket came through, taken at a time everyone in the house would be sleeping and in an area I have not been with this car.
There was only one suspect, and after a little bit of interrogation, admitted they took the key my parent has and took the car out for a little joyride.
This person is 17.
I am NOT taking the rap for this.
If I put this persons name on the driver form, what punishments can they expect to receive?
Are there any repercussions for myself?
Any repercussions for my parents?

Do they have a full license? At the least they were driving uninsured, possibly other than in accordance with a license. That's before we get to the TWOC and the speeding offenceSage advice required.

Due to the risk of POCJ charges if you know who was driving they've left you with no choice but to tell the truth
They've done something stupid and will have to deal with the consequences. If that involves TWOC as well then so be it, as otherwise you are on the hook for allowing them to drive uninsured

In short, tell the police the truth and don't lie about what happened, and don't lie about knowing who was driving to cover for someone else.

If you were to choose not to name them you could leave yourself open to perverting the course of justice charges - do not allow pressure from others (I'm presuming this is an idiot younger sibling so don't be surprised if parents try to exert pressure) to try to "take the points" in order to make life easier for them all
Not sure what the process would be on this. If you name them on the NIP, would this then trigger events when it becomes apparent they have no license? One that is apparent, no insurance then follows
If the process is joined up the safety partnership should elevate to the police to investigate in full

This is not the first stupid event from this particular idiot of a sibling.
And I I’ve made it clear to my parents that their name is going on the NIP.
I’m presuming that offences of no license and no insurance will results in points on their non existing license.
As for the TWOC, what will happen with that?

The police will most likely investigate and then the OP will give his testimony which sounds like it will be convincing.It would be helpful if the OP has some sound evidence rather than getting into a he said, she said situation.

Well, know you know who it was (admitted it in front of two people), just declare that on the form, with a covering letter explaining the circumstances, TWOC’ing. As long as your mum will back the facts up - he should face the consequences. An alternative is supporting him in lying to save his skin (irrespective of any PCOJ).

Well, I didn’t know until yesterday. I am going through the naming the person on the form and sending a covering letter explaining the situation.
I would have been none the wiser if the speeding notice didn’t come through, as no damage has occurred to the car.
