Illegal or not?

Well I have a bit of an issue with people in modified off readers driving like fools near my house. Local police are disinterested at best. The below photo is of one of the usual suspects (not near my house). I am thinking those wheels would be dangerous and would breach construction and use regs.

What’s the pistonheads opinion ?

IIRC I think C&U regs used to state wheels & tyres to be fully within wheel arches, but don't know if they still do.

Many moons ago I had a Mini van with nice wide wheels which stuck out of the wheel arches. Plod pulled me & suggested I either reinstall the original wheels or fit wheel arch extensions as they were illegal & would fail an MOT. I 'forgot' to do either & it still passed the MOT......

I think this is still a thing. But really who cares. At worst he swaps them over to the originals to pass the MOT. Police really aren’t going to care.

See these type of vehicles every weekend here in the dales and no one stops them to check the oversized wheels and tyres or the stupid loud exhausts on old Discos.
Certain types drive them and churn the lanes up while leaving gates open.
I have respect for those who do true off road adventures across continents but these are just rough ste from the bigger towns out to destroy the countryside.

Would guess this would fall under driving a vehicle in a dangerous condition (as it's potentially dangerous to pedestrians), but I do see this all the time so I suppose it's not really enforced.

Certainly it used to be enforced though as years back my friend had a max power'd up car with euro style wide wheels and stretched tyres and did get a right bking about it.

I see it has got small wheel arch extensions on it, the actual regulation says looking down from the top there should be no tyre visible beyond arch, it may just meet that requirement

At least he can off-road on the pissing pavement.

He should be done for parking on the pavement and I also think he needs bigger wheel arches to cover the wheels.

Parking on the pavement? If that’s a crime 80% of the population should be done. This pisses me off no end as the kids struggle to pass on their bikes and scooters.

Only in London is no parking on pavements permitted, I think? Unless in marked bays, which even exist partially on the pavements in some areas.

It's clear that you shouldn't obstruct the whole of the pavement though so that people can get past. In some narrow streets around here, if you don't park partially on the pavement, no vehicles could get past!

Fair enough, I was just reciting what my MOT man warned me with my Disco. I ended up fitting wheels without a ridiculous negative offset to bring them back under as it was a pain on narrow lanes and through gateways.

I have some quality footage of them off reading on the green outside my front door in order to save about 3 seconds off a journey. I don’t know how to post short videos on here though.
