What Was The Copper Doing?

Hey all,
Thought I could take advantage of the collective experiences on here. I was driving on an overpass in the outskirts of Bristol yesterday. It was a 40 MPH speed limit and I was on the descending portion, enjoying the weather and letting engine braking do its thing.
I saw a chap in the distance in a high viz jacket in the distance next to a tripod, not at all concealed. I assumed mistakenly that it was a workman doing some sort of surveying as there are lots of construction projects on this stretch. It's not an area where you'd really find pedestrians. As I got closer, I realised the fellow was looking more spruce and sure enough it's a cop. The device he was using looked more like a pair of strange binoculars rather than any sort of conventional speed gun.
I was doing an indicated 45 which translates to about 43 MPH. Not exactly remarkable (teen me would be snorting in derision) but hey, I hold my hands up. I do speed sometimes (mostly motorway or B-road) but very rarely do so in built-up areas. I should have been paying more attention, braking actively and being cautious about this dude.
Was it likely a speed trap? It was such a blatant place to be and weird looking device.

This. Might have been a copper doing speed checks. Might not be. They can do them wherever they want. Cop being pro-active, good thing in my book!

Speeding? Or perhaps mobile ANPR to call car down road to do a stop..Tbh I always find it clear that the public have a distaste, you can hardly get within 2 miles of a cop doing speed checks on a bend before the initial of many clear deliberate flashes from the opposite way, even if your not speeding.
A friend with a loud exhaust used to love it, he would roar his engine right up to the usual spot they set up, and right on the corner before coming into view he would slow down and crawl past deliberately slow with classical music on.

Speeding, I suppose. And they do so, not by catching the people they actually catch, but by creating a constant state of doubt in the minds of everyone else about whether there will be one of them hiding around the next corner. It certainly works on me...jm doc said:

None avon and somerset don't do prime prevention! They just refer themselves to IPCC when goes tits up, speed enforcement is the primary role nowmuch else its too much effort.Only a matter if time before they are in special measures.

Someone needs to tell all their response teams that are sinking that they can stop dealing with domestics and everything else then.
They don't deal they literally send officers who say 'what do you want me to do', they do nothing having had direct experience last year with them, my friend lives 3 doors from the couple stabbed to death by an ex marine of parking of a citroen c1! Again they did nothing the guy had made threats of violence they didn't take any action, then his wife tells him she wants a divorce and he is over the back fence sword in hand and chops up and couple in their own house!I heard of one probbie coming to work with no radio and mdt because their mum had them on a tech detox, their sgt had to call their mum explain they need their kit to work!

With regard to the Marine that killed the couple over the parking space the victim didn't want any action taking against him when she spoke with police so with no complaint there isn't a fat lot that they could have done.

That clearly won't be the case for the hundreds of thousands of calls they receive each year though.

I think in that case they did what was wanted didn't they? I don't believe the IPCC have concluded their review yet
I am close to this one as I know one of the officers and my friend lives in the street i was a frequent visitor, also one person has 6 cars! That has never helped and early doors there were complaints to the developer as the guy was a trader with a large car collection.

Visit 1 yes by visit 3 and threats of violence police were asked to take action! They didn't!I don't believe the IPCC have concluded their review yet
