Its purely advisory - to be enforceable it needs to be a circular sign with a red circle with 20 in the middle

cheers , was thinking that was the case but seem mr plod in the hedge before now so keep an eye on the speed , they go to the effort of putting these up and pictures of tortoises etc , yet its totally cool for dummy mummy to park the 4x4 all over the place making it a hazard

Doing a googlemaps drive back down the road the closest speed limit sign is a 30mph, with a School warning triangle.

It looks like a gentle reminder to slow down in the vicinity of a school and only covers a few hundred metres, if that. I'd think that within that zone during school hours, 20 mph is definitely more than plenty. There are too many people who drive at inappropriate speeds around schools; just because the legal limit is 30 mph and 20 mph can't be enforced, it doesn't mean that 30 mph should be the target speed at all times in every urban environment and one should be making a point of demonstrating their right to travel at the legal limit at every opportunity. You might well be a good, considerate driver, and if that's the case, the sign isn't aimed at you, so don't take offence. However, if all the other people had been driving considerately, there wouldn't have been the need to put the signs up in the first place.

I thought PHers were in favour of lower speed limits (even advisory) outside schools during times when kids are about?

Personally I'm fine with variable limits based on time of day; having seen kids (and some parents) lack of road awareness skills, 20mph for 200 yards is fine. Not needed outside our primary school as the badly parked fleet of Rangerovers creates a natural traffic calming measure.
