Photo taken at 18:00 on a Sunday, should they drive through?

The local council have been messing with this bit of road for two years now. It was completely closed, then a few weeks ago they opened it in one direction with traffic lights permanently red and no signs. Now there's signs and lights that change but the lights say go when the sign says no.
Bollards exist but they're manual ones and have been permanently down since installed.
If I was unaware of the closure I'd turn around even if it was green on the basis of the sign but it seems I'm the only one who would based on all the cars going through yesterday.
How would you handle this one?

I think that sign even means cyclists are supposed to dismount and push their bikes through but I can't see that happening.

The ones near me are closed something like 0900-1700 (except deliveries) so there's no cars driving around with people shopping, but in the evening you can still go through as it's not busy.
That 7pm-midnight, midnight to 7am is pretty awkward too, this is where the 24 hour clock comes in handy. In France it would read something like 19h-7h which makes it immediately clear the closure starts in the evening and ends in the morning

Like you say it can't be a hard one to setup and they were permanently red for a while after 7pm but at that point they had no signs up and the bollards down so people were sitting at the lights, presuming they were broken when they didn't change and then driving through anyway. Too simple?
It's all a bit of a mess from a project management point of view before you even get into the smaller details.
The idea is that the area provides some extra seating for bars to utilise but the closure of what was a main entry point to the town in both directions has had a negative impact by displacing traffic to unsuitable routes through residential areas and creating congestion outside schools and elsewhere.
The odd thing is that the bars aren't open for most of the first half of the week and then when they are open they do so earlier than 7pm but are all closed before midnight so the closures aren't setup to optimise things.
The locals seem incredibly confused by it all and the sign isn't helping some of them work it out

I had a similar doubt in Brighton recently, sat nav took me down a road and as I approached the junction intending to go straight ahead I saw this sign and it made me hesitate:
Note there is a sign prior that indicates bus/taxi is left, other traffic straight on but I had not noticed it only spot it now on google maps.
It was clear after that left is a bus lane, but the signs to proceed straight ahead I hadn't seen before - essentially it is saying that straight on is ok but don't come back as its a bus lane, which is pretty odd but guess there must be a tendency to park and do a U turn there or something.

I thought the same. Roads have become a total mess of signage now.I think the sign that this thread is about would be a lot simpler if it just said "No Vehicles EXCEPT 7am-7pm Mon-Fri"

I couldn't agree more, the last thing we need on top of the street furniture overkill is expecting the general public to decipher signs that could be simplified. I think the sign that this thread is about would be a lot simpler if it just said "No Vehicles EXCEPT 7am-7pm Mon-Fri"
Is there a standard for these signs that's forced them to use the wording they have though?
In my local case switching the lights off or having them on red when the road is closed and using the bollards would also be a help.
