Green Card - only car is insured or is it the driver?

So bringing my car back from Ukraine. Got a green card but they put it in my wife's name. She called them and they insist the green card covers anyone driving the car. I'm afraid to take his word for it as the proof of that will be when I hit the various borders on the way back.
The "green card" - an insurance document - has both vehicle reg+chasis number plus my wife's name.
Any thoughts/experience of this gratefully received.

The green card supplements the insurance certificate. It's not instead of the insurance certificate.
The cover will be that on the insurance certificate, the green card just shows that the insurer is extending what's on the certificate to include the countries listed on the green card.
