Yes, he moved to Oxfordshire and became a farmer I’m sure that’s changed now though.

I was told it was due to.
In Europe they hold the owner of the car responsible ie issue the fine to the registered owner.
In the UK we issue the fine to the driver hence why your asked who was driving.
I guess we cant ask the European owner who was driving so we cant issue a fine.

Pre-Brexit so I don't know what the situation is now but my Sister lives in Italy and she and her Husband came over in the car a few years back, used the Dartford crossing both ways (she wondered where the toll booths had gone) to then receive a request for payment of the two charges from a company based in, IIRC Holland.
Seems they contract (sell?) it out to a debt collection company or at least did a few years back. No legal enforcement AFAIK so seems a bit pointless, especially to residents of Southern European countries where the general attitude to fines is, shall we say, somewhat less conformative than ours.

I have never understood why the French are allowed to frog march Brits to cash points and in some cases cease the driving and or car licence and post it home.
Seems mad we can't arrest Bulgarians who enter illegally but I drive at 130mph in France they arrest me take my licence and car!
Under Article 5 - Right to liberty and security - you have to been to court and found guilty of a crime and sent to prison, French seem to be allowed to circumvent this rule but Humans Rights don't apply to Brits in France apparently.

I work day in day out with French people and they really don't hate the Brits, well not all of them....
You get marched to a cash machine if you don't have a French registration because it's a less costly way of chasing fine dodging foreigners.
It's not the French authorities fault that the UK system isn't the same, btw try quoting article 5 next time you get a NIP..

The fine is actually a deposit towards the probable fine that the subsequent court hearing, which you can attend if you wish, can impose if you're found guilty. The French, as well as the rest of European traffic law is fully compliant with the ECHR ( which you probably hate but is actually based on English Common Law from the 1950's )
The UK police can do similar to foreign drivers stopped committing offences in the UK if they so wish, I know I did in the past

Funnily enough when we drove to the continent a few weeks ago it took 10 minutes total to clear French passport control (both Dover and Calais), but there was a 2 hour delay getting through UK passport control in Calais, entirely down to the number of UK manned gates (5 out of 11) and length on time UK Border Agency were taking to process people... And no, the French don't "hate us" at all (or the Germans or Dutch) if you even make a modicum of effort to speak their language, and play by their rules, in their country. (My German is attrocious BTW, but I tried, and it was appreciated).
Much as we expect anyone coming to the UK to play by our rules

Don't seem to understand contracts or contract law.
Its just the past history plus the way the French Government Treat us, they can't sort the migrant crisis no matter how much money with give them and blockading Calais and holding us to ransom!
I am not entirely sure why the prefer the Germans over us!
