Lots of ANPR style in tripods on motorway bridge?

Hi

On M6 this morning there were around at least five ANPR style round looking cameras on tripods set up on a bridge over the motorway, all facing the same direction of the motorway. What are these likely to be? Never seen this done before? No vans or vehicles visible near the bridge.

Not enough to likely be a problem.

The cameras looked like these, but individual rather than doubled up like in the photo.
