Training run?

On Saturday afternoon I saw a group of about 6 marked police bikes (not SEG) crossing Blackfriars bridge with blues and twos.

Since there were no other vehicles in the group I assumed it was a training run. But given the number of marked and unmarked cars and vans tearing round central London at the time, could there actually be an incident requiring purely bikes?

The SEG bikes accompanying Range Rovers were presumably connected with colour trooping. But I didn't expect a planned event like that to require non escort bikes to get somewhere in a big rush.
