Morning

I have an order for recovery of unpaid penalty charge and can't see anywhere that it can be appealed.

Timeline of events:

Dec 2024 wrote vehicle off
Feb 2025 vehicle paid out and collected from me (slight delay to take private plate off)
Feb/March 2025 vehicle sold on Copart, Copart took log book
July 2025 ultra low emission zone fine came through relating to 30th June being driven through london. Not been to london for at least 5 years.
Appealed and it was rejected, was told it was my fault for still having the vehicle registered to me at the time. Unsure if it was. Had confirmation from DVLA that it wasn't in Aug 2025. Not sure what had happened between Feb 2025 and Aug 2025. Sent proof of vehicle being written off etc but didn't seem to make any difference.

I have now received an order for recovery of unpaid penalty charge which doesn't seem to have any appeal option. I am prepared to go to court to prove the timeline of events rather than "computer says no" but is that even an option now?

Help appreciated, thank you.

This. If you didn't send off the V5c or transfer online it is still in your name until it is sold/transferred to a new owner. I made this mistake in 2019 and got 3x parking fines.

It is the seller's (in this case previous RK's) responsibility to notify the DVLA when a car changes ownership.
