I know what the law said about issuing tickets twenty years ago, it was quite clear that a policeman could hand you a ticket, and ask you to wait while he wrote it out, but a parking warden had to attach it to your vehicle. If you didn't want to wait for it that was his problem, and the ticket would end up in the proper place, the bin at the local police station. For along time I have been dodging tickets in this way, but recently, after properly escaping from a frantically scribing traffic warden, I still got a payment demand in the post. What’s going on, what’s happened to my civil liberties, do I have to actually start obeying parking laws.

Depends, in London they don't have to attach it to your screen. Elsewhere, the same old rules apply.

Since 14th February 2005 when The Transport for London (Consequantial Provisions) Order 2005 amended the London Local Authorities Acts of 1995 and 2005 allowing TfL to serve PCN's for parking infringements where a PA is prevented from issuing a notice.

Another reason not to live in london or indeed visit.

Vote with your feet! (Red Ken will still ignore you, but at least you'll still feel better about it )

Well that's sorted that out, the only way to stop them issuing the tickets is to kill them there and then, driving off is no longer an option. No wonder crime is escalating when the law actually encourages us to murder public officials who are just doing their jobs. The law is indeed an ass.
