Help with catalyst law

Can anyone tell me when catalysts became legal requirement....I have always thought it was after 1992 but I just went onto the milltek exhaust site and they say after 1993. Of course my car is 1993 and I wish to de-cat it.

Catalyst has never been a legal requirement.
Emission testing and emission limits applies to 92 and later registrations.
Quite a few engines can meet emission requirements without cat.

Well by pre-cat griff was registered in late 1992 just before they stopped making them so they could alter the engine to the 500 with cats. So I would suggest it was the beginning of 93.
