Help with camera problem (M5 Bristol roadworks)

I was travelling southbound through the M5 roadworks at bristol - 40 limit backed up by monitron cameras (digital gatso type things). I came up to the first camera, the one right inside the 40 limit 
and when I went past right beside it a red light below the camera box came on. At that point my speedo was only showing just above 40 and then when I wet over the actual calibration lines my speedo was then exactly on 40. There was noone else around me.
Does anyone know what the right light is for? I hope its just some security alarm light.
