A friend of mine recently got stopped by BiB for having an out of date tax disk, FPN for £60 and took the car of the road untill it was taxed (Sorn sent to DVLA) they have now recieved a letter from DVLA wanting the back tax (1 month, fair enough) and another £60 fine. How can you be fined twice for the same offence?

Is it a fine or is it an 'administration charge'?

IIRC Bib cannot issue a FPN for No Excise Licence. It is a revenue offence and only DVLA can authorise proceedings. Look as if the FPN was for failing to display a current Excise Licence which falls in the remit of Bib.

Normally BiB would also submit information to DVLA about the No Tax aspect for them to take proceedings for which it looks as if they are giving a Xmas bonus and only a £60 fine. Would be more if taken to Court in a fine and payment of back duty.

Or it could be a fine for not declaring SORN when the old Licence expired with more to come if they take to Court.
