Highway Agency vehicles - slowing traffic down ?

[woof]

Hi

I might of missed this one - but yesterday on the M25 (junc 21 - 25) they were highway agency vehicles setting up a rolling road block - can they do that ?

Yes they can (it was talked about on here the other day)

Likely they are clearing some debris or something further down the road.
