Worth reporting a fly tipper?
Discussion
On Sunday whilst out dog walking I caught someone flytipping.I made sure that they had seen me watching them and took their vehicle details.They were waiting for me to go but i didn't and eventually they just carried on and dumped their stuff whilst i looked on shaking my head.Is this worth my time/effort/money to report this to my local police station bearing in mind its only open office hours and I would have to leave work to go and see them or spend five to ten mins on my phone costing me money.If its just going to be logged and forgotten I won't bother but if I thought someone would follow it up and perhaps someone punished for their lazyness and disgustingness I might take some time out to report it.

I am new to this forum and read your e-mail with delight. These fly tipping scum cost every tax payer thousands of pounds a year because they cannot be bothered to pay and tip their rubbish like every other person. Of course you should report them but not to the old bill. We cannot cope with our work load as it is so fly tipping will not be top of our agenda ( yes, I am an overworked and underpaid copper who agrees with a lot of the issues posted on this web site). However, report them to your local council. They will definately be interested. They will get a warrant and seize the vehicle when they catch it. This has all sorts of implications for the owner including considerable financial ones.
Us traffic cops deal with fly tippers in this way most of the time because the councils have greater powers than us regarding these matters. You may not even have to get involved and provide a statement.
Hope this helps and persuades you not to ignore it.

i'd have thought the local council was the best bet, probably the cleansing dept.
my sister used to work there, and she did a stint on fly tipping, and things like trade waste being left out for the ordinary binmen.
usually they'll go out to the rubbish, have a root through it for any evidence of who it belongs too, and if its a first offence, give the offending rubbish back. if they are caught again, thats when they start getting heavy.
she used to be amazed at what people would throw away with thinking of the implications, bags and bags of household rubbish, yet they'd leave all their mail in it, with their name and adress on!....and then wonder how they were caught.

The Enviroment Agency is getting hot on this now. If I've remembered correctly, they will not only go after the tipper but also whose rubbish it was in the first place.
Report them.
You have remembered correctly.
They will follow up any details you give them - Reg no etc and prosecute the owner/driver.
If they cant trace the 'tipper' they will search through the rubbish in an attempt to trace where the rubbish originated from - could be someones house, a business etc.
If its a business they will get royally screwed big style under 'Duty of Care'
REPORT IT!As said, a householder whose rubbish is "fly-tipped" can face a fine. Covered here.
Local Environment Minister, Ben Bradshaw, said, "Fly-tippers rely on people not asking questions, and not checking for registration - but now all householders have a responsibility to ask those questions, and check for that registration. Waste cowboys can make huge sums of money by charging to take household rubbish away illegally, before dumping it over the nearest hedge. If that rubbish is traced back to the household it came from, the householder could now be fined." And that fine could be up to £5,000.00; a custodian sentence up to 12 months can also be imposed.
Quoting from the Act:
Enforcement powers
For section 5 of the Control of Pollution (Amendment) Act 1989 substitute-
"5 Power to require production of authority, stop and search etc
1) This section applies where an authorised officer of a regulation authority or a constable reasonably believes that controlled waste has been, is being or is about to be transported in contravention of section 1(1) above.
2) The authorised officer or constable may-
a) require any person appearing to him to be or to have been engaged in transporting that waste to produce his (or, as the case may be, his employer's) authority to do so;
b) search any vehicle that appears to him to be a vehicle that has been, is being or is about to be used for transporting that waste;
c) carry out tests on anything found in any such vehicle (including by taking away samples for testing of anything so found);
d) seize any such vehicle and any of its contents.
[ ... ]
5) In acting under subsection (2) above an authorised officer or constable may-
a) stop any vehicle as referred to in paragraph (b) of that subsection (but only a constable in uniform may stop a vehicle on any road); ..."

Fly tipping is darned rude at best. It's nice not to have to live in a rubbish dump
