Highway Patrol or Traffic cop on a bridge

[BMW343]

Hi all

Can highway patrol issue speeding tickets?

And can the traffic police catch people speeding from a bridge i.e. sitting in their Land Rover can they target people this way ?

Was on the M6 last night heading to Manchester (not long after Birmingham) and as I passed under a bridge spotted what looked like a Range Rover in high visibility colour scheme. I dont know if it was traffic police or if it was high way patrol

Anyway suppose I will keeping an eye on the letter box for the next two weeks as the speed was greater than 70 and less than 100.

Thanks

HATOs cannot enforce speed restrictions.
