council sponsored pace cars! - whatever next

Saw a story on the local news that the council were sponsoring various drivers to be effective pace cars. The idea is, they go out typically from say 8 - 9 am and 5 - 6 pm and drive are 20-25mph.
He wasn't exactly popular.
'look at this idiot behind me trying to get past'
'look at all these idiots bunching up behind me'
He was adament that what he was doing was makinkg the roads safer for everyone.
