What are they up to?

What are Leeds City Council up to? Over the past couple of days there has been some very sinister looking gantrys mounted on Headingley Lane out to the North West of the city - they are green gantrys on each side of the road with what look like 3 mounting points on each of them . I know they've been trialling road charging on the other side of the city, but they wouldnt be trying to sneak the scheme in behind our backs now would they?
