Caught by mobile from behind - who was driving
Discussion
The Registered Keeper will get the NOIP and Section 172 name and shame document which has to be returned within 28 days naming the driver. Offence not to do so, but person will not be guilty if he shows that he did not know and could not with reasonable diligence have ascertined who the driver of the vehicle was.
Interesting the presumed Reg Keeper/Owner is in Hospital.
Aquaint the SCP with that fact and ask for a photo to help in enquiries.
If that doesn't help and if push comes to shove if they summons Reg keeper for failing to name then it will be up to him to prove he made enquires to find who was responsible. Whether the Bench believe is in the lap of the Gods.

Tongue firmly in cheek as I don't feel as helpful as DVD obviously does today.
Reading the thread title, is it that you already have the photo and wonder where to go from there? In which case DVD advice spot on as usual.
Or is it the case that the occupant(s) can remember it was a camera from behind but not who was driving?
Proceeds quietly away in an easterly direction whilst whistling theme tune from Dixon of Dock Green........

Don't know how relevent it is now but...
In 1999, I had a Rover 416 Diesel as my company car. When we became very overrun with work, I hired on day rates 6 cctv techs to help with the installations. During this three week busy period, I received a fixed penalty notice for driving down a bus lane. Fortunately for me I had an alabi, because I was in Manchester meeting a future client with my joint Director - he was driving. I attended the court on the day, taking with me three receipts which were from my cash point, a meal and some lingerie(!) which I had bought while I was up there. I spoke to the prosecutor, and also handed him a letter written by my co-director which stated that I was with him at the time. The letter also stated, that in view of the situaion that we honestly didn't have a clue who was using the vehicle, we would endevour to keep upto date records from now on as it was a pool car.
The case was dropped
