Rear seltbeats, whats the law on using them ?

I know you have to wear selt belts if they are there, but what about if there isn't ?

I friend has a VW camper and has 3 seats in the back but they don't have seat belts, is it illegal to use them ? who is liable for charge ?

Seem to remember that a while back that you could use rear seats if they didn't have seatbelts, don't know if that still applys.

A VW camper will pre-date the rear seat belt stipulation and you will thus be fine if the seats are obviously for passenger rather than static use.
