Speed Humps

My local council installed some rather annoying speed humps on a couple of local roads that I use daily.

Where can I find out:
(a) How much they cost (my council tax bill would choke an elephant)
(b) Whether they meet regulations
(c) How they intend to monitor their effectiveness
(d) If there is any programme for their removal
(e) If there is any justification for installing speed humps that reduce the effective speed limit to 20 whilst leaving a 30 in place (why not just reduce the limit to 20 and install a GATSO? I'd prefer that to the humps)
(f) whether there is any recourse for recovering excess maintenance costs (I'm particularly thinking of the extra wear on my suspension bushings)
