Does anybody else find it odd that Texas draw the obvious conclusion from a British dept of transport study while we are still stuck with 70mph limits?

Having looked at the repot that they are talking about I can't say that it's a valid conclusion to draw. The assumption implied is that our 30mph roads in built-up areas are similar to our 40mph roads in built-up areas. Personally I believe that this is an invalid assumption.
That doesn't mean that I don't agree with the idea of pitching limits at the 85th percentile, just that the analysis on that site is flawed.
It's also worth noting that there's a little line in that report that says that all roads with a 30 or 40 limit are considered to be "built-up". This may help to explain the 50% of people exceeding the speed limit on such roads.
