Clarification of PACE

Been having a general browse on here (& Pepipoo) Can someone simplify the process?

Lets say you get the NIP/172 within the 14 day period - and no I have not got one

Is the first instance to ask for photographic evidence, as you are not sure who was driving at the time? Presuming ball is played and copies are sent, if the photo does not clearly show who was driving is this then reasonable doubt meaning no one can be prosecuted?

I presume then that if other people present in the car cannot remeber who was driving at the time then no one can be guilty.

When would the PACE route come into effect.....
