Sneaky talivan (i think) on M1 in Bedfordshire

Hi all,

A few days I was travelling southbound on the M1 and just as I got in to Beds noticed, on the other, side what looked like a scamera van. And the van appeareded to be tucked away right on the edge in some bushes (on one of the bridges) with perhaps just enough visibility to see through them.

Does anyone know if they make a regular appearance (or heck I wonder they may have been actually targeting the road which went over the M1)? And if so, does anyone know the typical thresholds set?
