and breathe.
Okay, I'll try and describe this as objectively as I can:
Me driving down A road with pavements either side. Fairly narrow, but enough for two 44-tonners to pass. Teenage girls on my side of the raod, give the international sign language for "Honk your truck horn!" to a Transit flat bed carrying pallets and approaching me.
Instead of honking, he lets go of the wheel with one hand to give the girls the finger, wanders into my lane (I'm hugging the kerb and braking at this point) and knocks off my wing mirror.
C
T! Sorry, trying to be objective! So, I turn around, and fortunately the nice young girls have picked up the wing mirror and hand it back to me. I shoot off up the road trying to catch him. Luckily for me, he turns off. So the conversation went like this. Belive it or not, I was calm and polite throughout.
Me "Can we swap insurance details?"
Him "Why?"
Me "You just knocked off my wing mirror."
Him "Bollocks! when?"
Me "While you were giving the finger to those girls."
Him "bollox. You drove into me!"
Me "But you were on my side of the road."
Him "You can get stuffed, I ain't telling you nuffink"
Me "But if you don't, then that makes it a hit and run. I'd have to call the police."
Him "Do what you like."
Fine, so I rang the police. They advised me to walk in to a local station and not approach him (too late). So, I write down his reg, and start to leave. Then Bob the Chav has a change of mind, we exchange adresses + reg's
Later at the police station, they advise that they can't do anything, call your insurance.
On the one hand, I'm loathed to even involve the insurance company for what's likely to be a £100 wing mirror and risk them bending over and going knock-for-knock. On the other, I don't want this complete missing-link, white trash piece of sh1t get away with anything.
What would you do?

I'm afraid I know from experience that that is what will happen.
Its a shame you exchanged a dresses, 'cos now he knows where you live so you'll have to drop it.
But I know what I would do next time, I'd make a note of any details on the van, then its 'don't get mad, ge even' time.
Wot they sed.
I'm afraid for the sake of £100, just get it fixed and have a big drink.
You don't want this guy messing with your place or making life a misery. Not worth the risk for the price of a night out.
Wait six months and ring the Inland Revenue Grass line and give them his details.

Well, things are looking better. Thanks to the girls who picked up the mirror, and a lot of luck (that it didn't break) I've managed to re-attach the mirror and cap to the wing mirror. The only thing I couldn't fix is the electric movement, two wires are loose, with nowhere obvious to attach them to.
So, a sarcastic letter to Bob the Chav is forming in my head.....
First draft:
Dear Mr XXXXX
I am the chap that you drove into yesterday afternoon, knocking off the wing mirror. I just thought that I'd let you know, that thanks to the kind girls who you were motioning to when you hit me (who picked up my mirror) and a bit of amateur mechanics, I've managed to re-attach my mirror. Therefore I won't be needing to bother either of our insurance companies.
However, I would just like to point out, that next time you feel compelled to "flick the bird" to a group of young girls whilst driving, that you should take a little more care with your steering. You might be more unlucky next time, and cause more damage, or hit someone less reasonable than me. I thought I was particularly polite and calm when I spoke to you, something which you were not in return. It's that sort of behaviour that begets road rage.
Anyway, all's well that ends well.
Best regards
Raify

Second considered draft:
Dear Mr Wanker Face,
I am the chap that you drove into yesterday afternoon, knocking off my wing mirror. I just thought that I'd let you know, that thanks to the kind girls who you were motioning to when you hit me (who picked up my mirror) and a bit of amateur mechanics from my mate in the riot squad, I've managed to re-attach my mirror. Therefore I won't be needing to bother either of our insurance companies as im coming round to kick your bollox in. Please avail yourself at the appropriate time indicated at the bottom of this letter.
However, I would just like to point out, that next time you feel compelled to "flick the bird" to a group of young girls whilst driving, that you should take a little more care with your steering, like keeping both of your neanderthal hands on it you cock? You might be more unlucky next time, and cause more damage, or hit someone less reasonable than me,l ike a double fecking artic or the Titanic, which we can only hope for. I thought I was particularly polite and calm when I spoke to you, something which you were not in return. It's that sort of behaviour that begets road rage and the soon to be swollen state of your plums.
Anyway, all's well that ends well, ill see you at 9.30 am sharp at your place.
Best regards
Raify
Ps, bring some ice.
Unless he was travelling in a works van and you can talk to the transport manager and get something out of them insurance wise, you're stuffed dude. Unless you know any friendly solicitors who'd be prepared to write a letter quoting a part of the RTA which might put the frighteners on him.
Yeah, unfortunately your best bet is just to take it on the chin...then wait six months (making sure to store up all your resentment and hide it deep inside until it is a tiny, super-dense throbbing ball of white-hot rage), get fake plates made up with his reg number on them, hire a Transit and then have a day of fun bombing through every speed camera you can find.
Incidentally, I'm amazed the police said they couldn't do anything. When somone* reversed into me I went to the police station and they arranged for someone to come round the very next day. They didn't need to come in the end, as the mystery hitter-and-runner* eventually caved and said they'd pay for it, but the police nonetheless called me to arrange a time for an officer to come and take statements etc. Was it because you'd exchanged details at this point?

As soon as you exchange details* and there's no injury, the police wash their hands and point you towards the insurance companies. Even (and I asked) when there seems to have been some sort of offence. IE hitting someone because you're too busy flipping the bird. * A semi-legible, badly spelt scrawl
