Help! May Have Been Scammed On 70MPH Motorway!

This afternoon there were 2 guys on a bridge over lane 3 on a 70mph motorway,they had no dayglo jackets, but seem to have speed measuring device on a tripod. I have seen pictures of LTI2020 etc so I recognised it was something like that.
I turned off the motorway to speak to these guys as I was approaching they started to pack up all their equipment.
I asked what they were doing, and they were very nervous and said they were not law enforcement.
One of them said it was to do with aeroplanes, and the other said they were not law enforcement, but kept very quiet.
They were both wearing sweaters with the letter 'T' and looking at their equipment this seems to be the same 'T' logo used by Tele-Traffic www.teletrafficuk.com/about.htm (It was near their HQ)
Their vehicle parked nearby was the first model Vauxhall vectra 10 years old.
I have some pictures, but not very good as they were putting it in their car. I will try and upload them somewhere.
Can these people report me for speeding or disclose test pictures as evidence?
