Yesterday whilst walking into town I pass the van outside Courts old store. The van was parked on an area of road that has hatched markings which in turn have a set of double yellow lines along the curb on the outside lane, I'll try and get a picture next week of where the van parks.
Is the Van allowed to 'park' there to collect it's cash victims photo's?

If you view the Traffic Regulation Order for the hatching/Waiting Restriction it could well be that there is an exemption covering vehicles for police purposes.
However there are still some Forces who are keen to upkeep their image so, should you so desire, a letter to the Chief with photographs and a note stating not a good image you might just get in moved.....

I would agree with that DVD if it were not for the fact that most of these vehicles are owned not by the police, but by "Safety" Camera Partnerships.
Most of the ones up here I have had personal experience with were manned by civilians, not police officers.
My interpretation of the regs then mean that these individuals have no exemptions from the regs due to the fact they are not BiB.
But to me the strongest point here is that if they are so concerned with "safety", why do they park on double yellows and other distinctly inconvenient and even dangerous locations?
What say to that DVD?

I've been around the houses with the council about this talivan sighting, and it's fully kosher. The council have given special dispensation to park there - I even reported the van to the parking enforcement company to try and get them to go along and ticket it
A couple of extra warnings regarding driving in Reading - there was a mobile speed trap in an unmarked car on the A33 relief road opposite the tip, parked in the slip roads for the new development. Also the new one way IDR will be 30mph all the way around

The scameraships aren't legal identities in their own right - they are the police. The police make extensive use of civilians for everything from "beat bobby" patrols to office admin. You don't have to be a police officier to be on official police business.
ALL speed enforcement is done on behalf of and with the full blessing, co-operation and support of the the local police force.
The police hide behind the "partnership" tag in cowardly way to divert hostility from what is generally viewed as something that is underhand and unwarranted.

Looking at the first picture, I wish I was a bus driver, just pull up indicating to pull into the bus stop and stop there until the C**t moves out of the way!!
2nd photo, wouldn't be quite so bad if the talivan was just on the cross hatchings and had not obstructed the view of the chevron sign!
I'm sure I've read somewhere that the Police have to abide by all laws including traffic and road legislation unless they are on "a shout". i.e. blues and twos to speed, answering an emergency call to park on Double Yellows etc. If they have to "form a prior judgement of speeding" before activating the camera, can anyone explain why the taxation is legal?

Reading bus company, which is part of the council as far as I can tell, have given them permission to park in the bus stops

Yes I would fully agree with you on that, but the point I am making is that if they are not police officers they cannot claim exemption from RTA regulations and are potentially open to prosecution in the same manner as the rest of us.
