Ok, don't know where the speed, Plod and the Law forum has gone, so i'll post here.

A friend drove past a speed camera van and wants to know if they have to have an operator inside to check speeds or not.

Discuss gents and ladies.

In this heat the operator (as there would be one) would need air/con. In order to have air/con the van would need the engine running if sitting there for any period of time...

If you can't see SP&L it's because you're bot logged in, HTH.

I have an email from the Avon and Somerset safety camera partnership, saying they use the vehicles heating system for heating and cooling. They're sat in Ford Galaxy 2.8 v6's!

I sent an email to the local papers about this but they didnt take it up.

Don't know - maybe he clicked "new thread" and then logged in that way? It's the usual reason for SP&L not showing up.

Correct, but how long could you sit in a stationary vehicle in this heat?

You'll need to ensure that you are logged into PH before you can see it.

Have a go and see if it works, come back with a reply and we can move it across.

Usually yes. There must be two separate means of establishing the occurrence of a speeding offence. The simple handheld speedmeters (lidar/radar) will require the opinion of the operator (prior opinion would be nice.......). I think there is a porta-gatso that can be used in unattended mode (double flasher, assuming graduated lines are marked on the road).

However, who would be dumb enough to leave such an instrument, the focus of so much hatred, unattended?

I find it interesting that a scamera operator (who may well be civvy) can form an opinion about your speed and then back it up with a measuring device. Surely if the operator uses the 'device' and finds that the vehicle is in the legal range then the operators opinion is, what we call, 'rubbish'.

A fine legal can of worms.

You're absolutely right there jith!

Second thoughts, I think I'll change my order to very well done, with a doggy bag.

Yup! This is a good reason to ask for the video of the whole session if you are caught. If it can be shown that the operator was fishing then there could not have been 'speed measurement by two separate means', therefore subsequent convictions from that session cannot be lawful.
