Section 8 says that 200,000 fixed penalties were issued. I don't believe that the police issued 200,000 fixed penalties for children's seats. It sounds like utter bollox.

Can anyone clarify this?

I can believe that a very high number of fixed penalties were issued relating to children not properly secured in vehicles. Come on you see it all the time, kid standing up in rear middle leaning on front seats.

Drivers should be stopped and ticketed AND given an almighty bollocking imho.
