I recieved a letter in the post for this (I was on the motorway & wasn't stopped, they just scowled at me!) When I got the summons, or whatever it was (who was driving etc type letter) I thought, lazy b*st*rds, if they want to summons me, they can b*ll*cks if they can't be bothered to stop me at the time.
I ignored it, & two years later, have heard no more.

They have to give you the NIP verbally, so you won't receive anything in the post.
Firstly it's not a NIP offence.
Secondly NIP can be given verbally or within 14 days to regsitered keeper.
NFA odds on, but it is remotely possible that a good memory might spoil things.

Thank f"/k for that! It'd be pretty harsh to pinch me given that i wasnt moving at the time though!!
Like that would stop them! There was a well publicised case a few years back where a woman on the way back from the gym took a swig from a sports bottle while stationary at traffic lights. She got a fine (and possibly points, can't recall). It made the press and she kicked up a fuss, but wasn't let off.
The law is the law, relying on people to interpret it sensibly is being optimistic. Some will, many won't...

If I'd been done for every time I took a call in a car, ate a sandwich, drank some coffe, I'd have about 34,032 points on my licence right now.
Me too, yet I've never caused an accident in over a Million miles nor claimed on my insurance, despite qualifying for all those points.
