M25 J13 - Unmarked van

Had a meeting in Ashford this morning and as I was joining the M25 at J13 to go back to my office I came across a white van parked up on the hard shoulder as I came over the brow of the hill on the slip road.

He was totally unmarked but with the tell tale drop down windows, so I guessed he was an ANPR set up but there were no other police officers around so i'm now guessing he was set up to clock speeders.

Very sneaky!

Lucky that I was only doing 50ish on the slip road due to traffic and the weather

I saw that but there was another vehicle parked in front of it with top lights flashing, looked very much like ANPR to me! And heres me thinking that stopping on the hard shoulder was illegal, apart from when broken down!!
