In this BBC news artical it says that the car was stopped and later on crashed into a pub, at which point the driver was charged with driving without insurance.
Why was he even given the chance to drive off after the stop if he had no insurance?

Perhaps it wasn't known at the time of the stop that he didn't have insurance & he made off from Police during the stop.
The article isn't very explicit.
I am a cop in the force in which this happened.
The car was initially stopped. The cop got out of his van and went to speak to the driver. The driver remained in the car throughout. As the cop got to the car window he sped off!
Pretty simple really. The cop didnt have the chance to remove the driver or take his keys. He wasnt allowed to drive off as such he made off.

What a shame (as usual) that the press did not take the nano second more effort and give people the full story !
