So what's the law when it comes to road signs and mobile speed cameras?

Near me there has been a mobile camera a couple of times, but approaching it from a certain way there are no speed camera warning signs at all.

However, they have now put up a speed camera warning sign. Is this because, previously, they were operating the camera illegally?
