How many NIPs come to naught?
Discussion
Loads I would think for various reasons, most relating to the volume of work....
Paperwork gets lost in internal post between OIC and summons unit.
Officer forgets/looses paperwork after putting in the papers after getting the NIPS sent out.
Officer has a change of heart.
Officer realises that there is a problem with the case.
Officer leaves job / tranfers - no one follows up their paperwork.
Von will add some I have no doubt
LOL

LOLI thought that when an NIP was sent out that it was the CPS who has made that decision, and they made this decision based on the evidence they had already been supplied with?
May be slightly different with the camera partnerships, but I though the above was the general procedure.
I *do* know of anecdotal evidence where an officer had told someone that they would be hearing more about an offence, and nothing came of it. However this would be for the reasons you gave.

It doesn't come from the CPS, it's from the Police.
Being given a NIP is no great indication that action will definitely follow. It is merely a statement that you should be prepared because you "might" be prosecuted in relation to the said event. Often the premise is that it's best to give one if there is any chance you might prosecute, even for offences that don't require one in law.
Better to give it & it not be needed than to not give it & regret it later.

Yes, of course, I did not consider the situation where a police officer has the opportunity to issue the notice at the time of offence.

I was wondering of all of the NIPs that are signed and sent back, how many dont get followed up either by fixed penalties or summonses, ie come to naught. ANyone any ideas?

There was a news story about this a few months ago, followed by a thread here too.
I can't remember at the mo but I think the gist was there's a whole lot that aren't followed up and come to nothing.
I've certainly read anecdotal evidence that postal NIPs sometimes just don't get followed up if you ignore them. It depends on the efficiency of the partnership's back office operation, so is likely to work well in some areas of the country, and not at all in others.
Assuming the strategy is to raise as much revenue as possible, it's probably more efficient for the Scammers to concentrate on sending out as many NIPs as possible, rather than chasing up ones that prove difficult to pursue. There was a survey that showed that many partnerships aren't even capable of sending out NIPs for all the "offences" they "detect", which suggests that many of them have inefficient back offices anyway.
Bear in mind NIPS go out for hundreds of other things, not just speed cameras.
The speed camera system (in Essex) is a fairly robust system so if you ignore it then it will get dealt with... In Time.
As for all the other hundreds of non-speed camera NIPS that go out, well, your into the ground of humans with lots of other things going on not machines and dedicated staff so my list would come into effect....
