Once upon a time a road not too far from where I live used to be NSL Now it has been reduced to 40mph Now the odd thing is that the NSL repeaters have been left on the lamposts
What is the speed limit after you have passed the first repeater?Could I be pinged for doing 60 at this point?

Sounds like yet another example of reducing the national speed limit to 40 mph by stealth....

If there are no 40 repeater signs at the correct intervals, then it is IMHO still NSL. Also IMO where there are two lots of signs then you have an arguable case for the higher, if it came to court.
