Rising bollards

Just seen the videos of these bozos trying to get through the rising bollards behind a bus and the incredible amounts of damage / risk of injury.
Now surely these punishments are hugely disproportionate to the "crimes" being committed? Can't they have an imbecile sitting behind a CCTV camera like in bus lanes to issue the FPN to offenders rather than create a trap capable of destroying your engine block?
I can't help wondering that if they put the same nazis who came up with these bollards in charge of supermarket security they'd create a great big plank to swing out and knock unconscious anybody setting off the security scanners at the door...
Surely it's only a matter of time before someone sues the arse off a council for creating such dangerous devices in the middle of the road?
Of course, if we didn't have so many anti-car councils, this would be unnecessary. The roads could be left open for all traffic instead of creating ludicrously elongated routes for cars and the direct routes for the occasional empty bus.

Last year a colleague of mine destroyed his A6 entering Knutsford Services Southbound on the service road to save a few minutes. The ramp was up smashed his front end, sump, suspension etc as he was busy chatting on the phone (handsfree) The repair was around £4k
