Edinburgh - Parking

Does anybody on here know what date the Central Parking System (CPS) changed their ticket due to inconsistencies with not showing the offence date and the conviction date. These were overlooked and subsequently refunds are potentially availiable.

Furthermore is it required that the ticket be stuck to the vehicle or is it enough the F**ker placed it under the windscreen wiper.

Don't know for the first one and I'm afraid under the wiper is good enough.
