Having not applied the process correctly, Ch Insp Steve Torr added: "The fact remains that each of these drivers was exceeding the speed limit".

Yes, the "facts" of this story are that you screwed up.

It must be sooooo annoying for these people when crap like "justice" and "the law" gets in the way of their tax collection.

At the end of the day they cannot claim that they were travelling above the posted limit.

They have been lucky in that the incorrect Traffic Regulation Order was applied to the limit, which if it had been correct the offence would stand.

OK, it should never have happened - technical get out - just like the druken driver well over the limit beccause he had smoked prior to the blow. Still over the limit but he gets off on a technicality.

"A number of other offenders were properly dealt with by way of fixed penalty ticket, police said. "

Does this mean that 170 were issued with incorrect paperwork and therefore refunds etc etc, whilst some others were issued with the correct paperwork and thus everything stands and hunky dorey?

OR

Does it mean that everyone was issued with whatever paperwork, let us say the incorrect paper, and all but 170 put their hands up and paid up?

OR

Any other interpretation?

It means that some were so egregiously over the posted limit that they decided to send them to court instead of just giving them a ticket.

Those ones got off. The others who were just a tickle over the limit got their points and fines.

Love the use of 'egregious'.
