Crushing victory against fly-tipping menace

The 4x4 Mitsubishi Shogun is crushed
A SERIAL fly-tipper has been stopped in his tracks - after officials seized a 4x4 vehicle that he had used and put it through a crusher.
Council chiefs approved the drastic action against the rogue trader suspected of dumping car tyres at various sites around Wigan.
It is the first time officials in Greater Manchester have used tough new powers to tackle fly-tipping and they hope it will send a message to anyone tempted to dump rubbish on public land.
The operation was launched after reports that a contractor was running a lucrative racket where he charged garages cash to dispose of tyres without a licence and then simply dumped them around Wigan to avoid paying tipping fees.
The offender was first spotted at the Spring Bank Industrial Estate last March when a member of the public saw a man driving a Mitsubishi Shogun dumping tyres near the estate in Platt Bridge.
Months later a man in the same vehicle was seen twice in three days dumping tyres on land off Westwood Lane, Ince. Once council staff knew the culprit's registration number a warrant was slapped on it and police speed cameras were used to track its movements.

Swoop
Last November, Wigan Council used its powers to seize the vehicle, which would have cost up to £18,000 when new, in a swoop on an address in Leyland, Lancashire.
Officials were satisfied that they could prove the vehicle was involved in the fly-tipping but did not have enough evidence to show who was driving it at the time the rubbish was dumped.
The owner of the car was given the opportunity to come forward with documentation to reclaim his vehicle but he chose not to.
The maximum sentence for fly-tipping is a fine of up to £50,000 or a five-year jail term.
Yesterday the car was put into a crusher at a Bolton breaker's yard and reduced to a mangled heap of metal.
Dave Bithell, of Wigan council, said: "It's the first time we've done this in Wigan but it's been done in a few other cases up and down the country.
"The law allows us to take a vehicle that's been used for fly-tipping. We can seize it to examine it and if it isn't claimed we can destroy the vehicle, as in this case.
"The owner knew where the vehicle was and we believe he may have contacted us before changing his mind. He would need a logbook and proof of insurance cover.
"We will use tactics like this to ram the message home to fly-tippers as and when we need to, because the country has real problems with this type of operation."
The fly-tipping enforcement team is focusing on businesses that use unscrupulous middlemen to get rid of waste on the cheap.
Last year the specially-trained team investigated 400 cases of fly-tipping.
But I just hear on news that whopping fine und jail ist punishment for this.
Perhaps thought of 5 year in jail or £50K fine .. why he changed mind.
At least he will not be loading up large car with tyres anymore...
The other thing I wonder about though
If they seized the car .. why did they not arrest all the people who may have used this car to fly tip.
By the way.. I thought speed cams only pinged if trigged. I did not relaise they could also be programmed to track a dirver's movements too.
Which appear to be what this article ist saying..
I thought if number known .. trace via DVLA

Good news. Although if you were able to dump legitimate household waste easily at the council tips that we pay for out of our council taxes, there'd be lot less flytipping in general.
I think at the moment pikeys* have moved into a market created by the "envorinmentalists" (actually bean counters) in the councils taking away household waste that people are no unable to get rid of legitimately.

*For the PC amongst us pikeys are not New Age Travellers or Gipsies. I'm talking about a tiny minority of scum who move onto private land illegally and trash it and cause local misery and mayhem. Obviously proper Travellers and Gipsies are a delight and a privilege to have about the place.

While its good news that he's lost his wheels for a bit, I can't see that stopping him? Just see it as a shame that a possibly prefectly usable Shogun has been crushed.
I am interested by the point made further up the thread though - he was tracked using police speed cameras? Was this guy stupid enough to be speeding everywhere? If he was then I guess its probably a safe bet that the truck was nicked or not registered to his home address - in which case if you own a Shogun or similar 4x4 around Wigan I'd make sure you've locked your doors tonight!

ironic
they crush he only 4x4 that actually goes off road to fly tip
does what it was designed to do
why cant they sell it
now there is an envrionmently friendly idea
each year loads of cars are crushed that could be recycled into working vehicles with valid mot and other documents
no they are crushed no matter there state

Obviously I'm glad this guy isn't fly tipping any more, especially as he was making money from doing it, pikey bar steward.
However I hate to be a naysayer but, does anyone else think that the council just deciding it can crush anyone they like's car a bit scary? I mean, does it go to court, do they present any evidence, or do they just do what they want?
If it's too hard to prosecute this guy due to lack of evidence, it seems that the problem is with the legal system. The solution to that problem here seems to be that they've given the council powers to do what it wants. So you've got 2 totally different ends of the spectrum, and neither are any good!
What happened to that bloke here who had his 106 Rallye crushed?

Fly tipping is going to become much more prevalent with all the new 'rules'. Its getting very hard to dispose of your rubbish now. Case in point - We are a family of 4 generating an average amount of rubbish. We seperate our plastic, metal, glass etc and put it in the council provided green/black/blue bins. Problem is that sometimes we just generate too much rubbish for one wheelie bin which is only emptied every 2 weeks by the council. But now, if you try to take say a black sack full of household waste to the dump they insist on you opening the bag, and make you go through the contents to make sure there is nothing recycleable in there. I also recently took some old kitchen cabinets to the dump having had a new kitchen fitted. They made me take every single screw out of every piece of wood, dismantle every draw and take the runners off then put the screws in one bin, runners in another, wood in a third etc. And as I didnt have any tools this meant kicking and jumping on every pice to smash it to small pieces so I could remove the screws. I also had to put some cardboard in a special container..but firs they insisted that I remove the shipping labels and put those in a different bin..oh and the tape that was holding the box together...
Next time I'll just find a nice quiet spot and chuck it out by the roadside.

What makes my piss boil is that when they undemocratically decided to degrade the council tip system (which I pay for) to something just slightly better then useless, I didn't receive the comensurate reduction in my council tax bill.

Obviously you don’t mean that but I can imagine a few doing just that and then not understanding when they are prosecuted for fly tipping. Your frustration is that nobody told you that the recycling centre needed things to be separated out. If you had known, it would have easy to do it as you dismantled the old units and easier to carry too. Councils are not great at communication.
Recycling is in a transition phase from couldn’t give a damn to oh heck we better do something about this. Councils don’t have clear instructions on how to do it and are all trying different things with varying degrees of success. They don’t seem very good at providing guidance, but then many people are not good at accepting it either.
On overfilling the landfill bin: Around here many people have overflowing bins even though they are emptied every week, but then we have one of the worst recycling rates in the country. After the three Rs, there shouldn’t be much left for the landfill bin.

i find the easiest way to remove the screws from the wood is with a gallon of petrol
problem solved

Anyway, back in the real world when I replaced my bathroom I had to take the old stuff to the tip (which I pay for the running of). I was turned away with most of it because I could only bring one item a week. This meant I had to make four trips over the following weekends creating pollution* and congestion not to mention wasting my time.
These enviro-nutters are all very well in their fantasy worlds but in reality we need tips that are properly accessible or we get flytipping. Surely there are enough unemployed people to get one extra on each site with a screwdriver and hammer working on minimum wage dismantling stuff and organising it in the prescribed fashion.
Funnily enough most people have enough to do in the real world earning a living (and paying taxes) that they can't/shouldn't fanny about.
SM
*yes I know cars aren't actually responsible for a significant proportion of global "polution", but it shows the inconsistency of the crackpot enviro-nutters.

So you want someone else to dismantle your stuff and you want to pay less taxes and you think you’re in the real world.

It did say in the article that the guy could have gone to the council and claimed the car back, but chose not to, probably because he knew he was going to get done.
If the council are then left with the car they've got to do something to get rid of it, the fact it's been crushed probably indicates it was worth very little, if it had any value they would most likely have sold it on through an auction.

I don't want to pay less taxes I want to get what I'm already paying for. But if they insist on taking something away or streamlining something, for example the council waste tip (and without asking my permission first BTW) I want my refund. Alternatively if they're having to process less stuff it would leave them some extra of my cash to pay a bod to help their recycling.
They seem to want to give less and charge more. I wish I could grow my business on that basis.
