I prefer this not being a police bashing thread...

The wife, with our 3 year old twins in the back, ran out of petrol in the Audi 80 this morning - her own fault... first day driving the car, and misjudged the red bit of the gauge. Stopped on a quite busy road a couple of tens of yards from a Police Station.

While she is waiting for her Mother to turn up with a can of petrol a member of Nottinghamshires finest turns up: Check she is OK? Offer of assistance? Quick push into there station car park?

Oh no... To inform her that Computer says she is driving an untaxed vehicle.

Wife replies that husband (ie me) only taxed the vehicle last night, and have I forgotten to put the disc in? They look... nope, brand new disc is in the corner of windscreen.

He admits there is a disc there (dated as being bought yesterday!) but STILL the officer says the computer shows vehicle untaxed so he takes all wifes details and says if it doesn't show up in 48 hours he will contact her for further action. BTW he didn't even have a look at it out the holder to see if it was a fake or something.

Now I cannot believe that anything the DVLA does updates in 48 hours... and if given a producer, what more can you do than show them the disc again!?!

Tax, MOT and insurance are of course legit.

A friend of mine changed the car he uses (he has 2, one on the road at a time) back in November '06, and taxed the car he was changing to on a Wednesday at the post office (Insurance started that day, and the MoT was a few days old at that time).

The following Saturday he got stopped by the ANPR team of Lancashire's finest at the top of the M66, for having an untaxed car.

The police officer saw the tax disc, had a friendly word and explained that the database showed his car was untaxed but insured and MoT'd, and that was the end of the matter .

I guess the system has something like a week 'lead in' time for data?

Problem that is surfacing is that people take the Computor data bases as God and can do no wrong.

Enquiring minds can find defects in the system if they ask questions......

But then again so many lies to these questions that one has to turn back to God.

Agree with DVD.

Scenario computer says no, also no evidence of tax, mot, address dodgy or varying answers when questions asked I have no problem with action being taken.

It's when everything checks out except one item that it seems as if common sense and humanity goes out of the window in some cases.

Ponders scratchchin Does the team think that a Code of Practice needs to be set up pronto?

They are only guidelines

I was told (and agree) that it is garbage in and garbage^2 (squared) out. Errors in lead to even greater errors in output.

Its a farce. Presumably the DVLA database is only a check as an indication of the existence of a valid tax disc for the vehicle. Surely the actual hard evidence of the tax disc being right under one's nose should override any other consideration?

You can pay for the tax disc with a cheque, physically get the tax disc, cancel the cheque & even though the tax disc is displayed you have no tax. The computer will be updated to show that you have no current VEL.

So, punish everyone on the assumption that the every member of the public is a deceitful, conniving, cheating bastard, while the DVLA can do no wrong.

Makes PERFECT sense to me.

The officer should investigate & deal as they see fit from those investiagtions.
For no VEL prosecutions it is actually DVLA who decide on whether to prosecute, not the Police. The Police are just witnesses for DVLA.

But your automatic assumption is NOT that the DVLA has cocked up, but rather that MOP has cheated on his tax disk, right?

Yes, and as mentioned in my 'computer says no' thread, the guy had paid his tax, cheque bounced, marker on system, he then paid his tax again this time making sure it was paid and stayed paid (cash) kept the receipt, but marker not removed.

It was the only thing wrong, everything else checked out OK.

In this case the error was DVLA, the Sgt from RPU made it quite clear in pointing the finger that "we were only following orders!"

However the net effect is that police - public interface suffers again as troops on street are the implementers of policy. (If that is English)

Very trusting offices - any time i've paid for VED by cheque, it was made out to Post Office Counters or similar and the PO would not accept the cheque without a guarantee card to back the cheque .That's why i now pay VED by cash - reciept says "cash" ,and i allways keep it in the car.
Changed my car recently and it was untaxed at the time - showed up on DVLA system - and continued for about 4/5 days .

The updates alter between Forces, some have 'real-time' links with PNC, mine doesn't. Generally the DVLA link to our ANPR is disabled, plenty other more interesting information out there.

That dodge hadn't even entered my head (shows how honest I must me ) so I suppose I can see more point to his actions now.

From the stop -looks like the data link from eyes to brain was disabled too- insurance OK, MOT OK, licence checks out, RK checks out .Is it possible that the bloke that stopped Dibble (see his post) has a twin??(or is this the NEW way of policing)

I can tell you that must of the data bases are updated with 24 hours, including the insurance and MOT, the problem is when the information gets transfered to the ANPR, it can be a bit behind. It would seem to me that the officer who issued the ticket for no tax, just used the ANPR info and made no further enquiries.

But once the ticket is submitted to Customs and Excise it will be binned as a excise licence record would be correct.
