Traffic Car

I was nearly able to actually see a traffic car last night on the way home from work. It was dusk/going dark. He was the only car with NO LIGHTS ON!

If their intent is to be conspicuous as a traffic car for its calming effect then maybe they deliberately leave the lights off as long as possible. It’s not so easy to see that it’s a traffic car when it has lights on.
