Private plate on a tractor?

Like the heading, can you put a private number plate (personalised) on a road legal, taxed tractor?

At the risk of being shot down in flames, if the vehicle is permitted on the road and has a license plate, then I can't see why you can't transfer a legal private plate on to the tractor.

More importantly, with the congestion charging plan to be zonal rather than road specific, Farmer Giles will have to pay 2p a mile congestion charge for driving a road legal tractor on his own fields.

The fact that I will have to pay congestion charge when competing on race tracks in my road legal car will be insignificant in comparison

I believe you can't transfer a plate FROM a historic tractor. Now, if this applies to other tractors and you want to take the plate off it again.....
