I've got a plan, i can't see how it could fail.

When you pass your test you are instantly banned for 5 years, in order to be able to drive you must demonstrate you have no other option available to you, i.e. walking to work, anything less than 5 hours each way would be an acceptable distance.

After your 5 year Pre-Ban for being in charge of a driving licence, you are entitled to purchase a car, but it must be a car in tax band A. In order for you to ever attain a better car you must not drive your car instead you must walk, racking up 'Green Miles'. When you have attained enough 'Green Miles' you may purchase a car up to the value of the 'Green Miles' you have accumulated. In order to remain at a constant level of car and not drop you must do less than 1000 miles per annum.

In order to do more you must provide a service in the community, think of it as a voluntary community service. For every hour of slave labour you are alloted a further 25 miles onto your allowance. Also petrol will be taxed at a rate of £5 a litre thereby also limiting the mileage you can do.

So guys what do you think, should i send it off to T.Bliar or should i spell it out a bit more and send it off to Gormless Brown-noser

I think it needs more work. Perhaps a Royal Commission. You make no reference to its impact on the longevity of children - a key issue when it comes to speeding.

If you do send it to BLiar, remember to enclose a substantial cheque for your 'K' or 'P'.

But just one little itsy problem.

Peer reviewed research (und was not published on Sunday ) from Bristol University -published in February - find that CO2 emission ist increased by strenuous exercises such as cycling und run-walks ..

Then the current pension crisis ist also blamed on all this 'elfy livin' .. so perhaps we should sack Nanny Nose Best und hire Governess Gridlock .. und hire a team promoting the Wild Way of Life whose anthem ist always a Walk on the Wild Side. hehe
